[Publisher’s Note]: This is the original text of the paper read before the Institution of Locomotive Engineers on 6th January 1937, together with discussions thereon and the author’s reply. A very filleted version was edited by Charles Lee and published by Oakwood (Locomotion Paper No.9 – editions of 1954 and 1961), but as far as I know the full text has never been reprinted. The Oakwood version omits quite a lot of text, the fold-out drawings, appendix 1 on experimental steam tramway engines and combined steam cars, appendix 3 on steam tramway practice abroad, all the discussions, and the author’s reply. There are 28 illustrations in the original, while the Oakwood version only includes 4 of the same or similar views (along with its own selection). I have retained the original page numbering of 327 to 400, given it a hard cloth binding, with thread sewing and gold blocking.
